WhatsApp Business API is getting more expensive: what it will cost from October 1, 2026

From October 1, 2026, Meta will charge for every reply within the 24-hour window. What this means for automated customer communication and what is still unclear.

Anyone who serves customers through the WhatsApp Business API will pay, starting October 1, 2026, for something that has been free since November 2024: the reply. Meta will then charge for every freely worded message that an employee or an AI agent sends within the open 24-hour window, individually. Anyone who uses the channel seriously should therefore know now how many replies their team sends per month. That exact number is the bill starting in October.

What changes on October 1, 2026 for the WhatsApp Business API?

From October 1, 2026, Meta will charge for every service message individually, just as it already does for every template message today. Service messages are all freely worded replies within the 24-hour window, regardless of whether a human or a third-party AI solution generates them. According to Meta's pricing documentation, these messages have not been charged since November 1, 2024.

At the same time, a second exemption disappears: utility templates that you send in response to a customer message within the open window, for example an order confirmation, have been free since July 1, 2025. They too will be charged starting October 1, 2026.

A third change already starts on August 1, 2026, but it only affects a new message category: for messages from the Meta Business Agent, that is, Meta's own AI agent platform, Meta charges per token: 2.00 US dollars per 1 million tokens. According to Meta, a message consumes 20,000 to 25,000 tokens, so roughly 4 to 5 US cents. Anyone running their own agent through n8n or another provider does not fall into this category, but under service messages.

One common misunderstanding needs to be cleared up: the switch from conversation-based to message-based billing is not new. Meta made that change on July 1, 2025, and conversation-based billing has been deprecated ever since. What is new on October 1, 2026 is only that previously free message types will now be charged.

Why does this hit businesses with good customer service of all things?

The change reverses the cost lever: previously, only the message that opened a conversation was expensive, everything after that was free. From October, every message costs money, even the fourth follow-up in a helpful dialogue. This makes it, of all things, the business that answers thoroughly that becomes more expensive.

Meta illustrates this with its own example: a conversation consisting of a marketing template, two AI replies, one reply from an employee, and an order confirmation costs exactly one message in July 2026. From August 1, 2026 it is three, from October 1, 2026 it is five. The same conversation, five times the number of billed messages.

Talkativeness thus becomes a cost factor. An agent that splits one reply into four short messages because it looks nice will, from October, produce four billing line items instead of one. In the WhatsApp automations we build at NordFlux, this is now part of the acceptance criteria: one reply, one message.

What does a service message to Germany cost?

That is not yet fixed, and that is the honest answer. Meta has not published the rates that will apply from October 1, 2026, and has committed to announcing them by September 1, 2026. In the current price list, the Service column already exists, and for every market it shows "n/a".

Meta has, however, already stated the rule behind it: the rates for service messages match, per market, those for utility and authentication messages. For Germany, Meta's EUR price list (valid since July 1, 2026) shows these values:

  • Marketing: 0.1131 euros per delivered message
  • Utility: 0.0456 euros
  • Authentication: 0.0456 euros
  • Service: not yet priced

Applying Meta's rule to today's German utility rate, a service reply comes out at around 4.6 cents, so 1,000 replies a month at about 46 euros. This is a planning estimate, not a commitment: Meta may adjust prices at the start of a quarter, and October 1 is exactly such a date.

Two details are often overlooked in the calculation. First, there are no volume discounts for service messages. The volume tiers that make utility and authentication messages cheaper from certain volumes onward do not apply here. Second, the 72-hour window after a free entry point, for example after a click on a click-to-WhatsApp ad, remains free of charge. This exemption does not apply to messages from the Meta Business Agent.

What you should do before October 1

The effort is manageable if you start now. Four steps are enough for most businesses:

  • Measure your reply volume, do not estimate it. Pull from your provider dashboard how many messages your business sends per month within the 24-hour window. Anyone who knows this number in August will not be surprised in October.
  • Streamline your reply logic. Check whether templates and your agent split one reply into several messages. Every bubble will be billed separately from October.
  • Wait for the September price list and then calculate. As soon as Meta publishes the rates, replace the estimate with the real figure. Only then is a channel comparison reliable.
  • Check your channel mix, do not switch channels. For short status updates without follow-up questions, an email is often enough. WhatsApp pays off where the customer's reply is part of the process.

Yes, as a service message. From August 2026, Meta distinguishes two categories within the 24-hour window: messages from the Meta Business Agent, which are billed per token, and service messages. Every message that does not come from the Meta Business Agent is a service message. An in-house agent built on n8n therefore falls under service billing from October, with the costs for the language model billed separately by the AI provider.
