AI in municipal administration, in small controllable steps.

AI in municipal administration takes recurring groundwork off case handlers without handing over the decision. NordFlux implements individual bottlenecks: a knowledge assistant on your service instructions, pre-sorted citizen requests with a draft response, deadlines and follow-ups. You approve every step before anything goes out.

The problem

More tasks, the same staff, rising expectations.

The Online Access Act and the skills shortage collide. Citizens expect quick answers while experienced colleagues retire and take knowledge with them.

  • 01The same citizen requests land at the office several times a day and tie up case handlers who should actually be working through cases.
  • 02Knowledge sits in service instructions, bylaws and in the heads of long-serving staff and is hard to find in everyday work.
  • 03Forms arrive digitally but are transferred into the specialist system by hand, with media breaks and typos.
  • 04Deadlines, follow-ups and statutory processing times run across scattered lists, and the risk rests on individuals.
Use cases
01

What we build in administration, concretely.

We automate the groundwork, not the official decision. Case handlers review and sign off, the AI takes over pre-sorting and gathering.

01

Internal knowledge assistant on your rules

An assistant that answers exclusively from your service instructions, bylaws and procedure descriptions and provides the source. New colleagues find in minutes what would otherwise cost questions down the hall. The sources stay in your hands, nothing is made up.

Impact Onboarding markedly faster
02

Pre-sort and answer citizen requests

Incoming emails and forms are sorted by topic and office and given a draft response. Standard cases such as opening hours, responsibilities or required documents are prepared, the case handler approves or adjusts. Nothing goes out without approval.

Saving 2–4 h per week in citizen services
03

Form-to-specialist-system pipeline

Data from online forms is taken over in structured form and transferred into the specialist system or the file storage instead of being retyped. Mandatory fields and plausibilities are checked in advance, incomplete applications are spotted early. The media break between portal and system disappears.

Saving Application transfer almost without manual work
04

Secure deadlines and follow-ups

Statutory processing times, follow-ups and recurring appointments run through an automatic overview with timely reminders. Responsibilities are recorded, and during leave or sickness nothing slips through. The risk no longer hangs on a single list.

Impact no missed deadlines
05

Ease council and meeting preparation

Templates, attachments and draft resolutions are compiled, summaries and research in the file stock prepared. The subject-matter leads keep the text and the responsibility, the AI takes over the search work. That leaves more time for the content instead of hunting things down.

Saving noticeably shorter preparation
Solution paths

Tools that fit administration and data protection.

We work with what you already have and build on where data sovereignty and traceability are needed.

Knowledge assistant
AI knowledge assistant on official records

An assistant that answers only from your own documents and shows the source. Optionally self-hosted in your environment, with no forced US cloud. That keeps sensitive administrative knowledge in-house.

Automation
n8n as the connecting layer

n8n links portals, specialist systems, mail and file storage via open interfaces. The workflows are visible and verifiable, no black-box system. Operation on your own infrastructure is possible.

Microsoft 365
Automate Microsoft 365 and Azure

Where you already work with Microsoft 365, we automate mailboxes, SharePoint stores and approvals in your existing environment. Rights and logging stay traceable. No system switch needed.

How we work

The 30-day model for administration.

We start with a clearly defined use case at a fixed price instead of opening an open-ended digital project. That keeps the effort calculable and manageable under procurement law.

1

Free initial analysis

In 60 minutes we look together at a concrete bottleneck and clarify whether an automation is worthwhile. Non-binding and with no preconditions.

2

Fixed-price offer with a clear scope

You receive a defined scope of work at a fixed price, matching the reality of procurement. Data protection, hosting and involvement of the staff council are planned in from the start.

3

Implementation in a protected space

We build the solution with real but secured data and coordinate it with the subject-matter leads. You see every interim status and give approval.

4

Handover and control

You get the pipeline handed over with documentation, with clear approval points and the option to step in at any time. Written form and signing rights remain untouched.

Still unsure where to start?

Strategy first, then technology.

If you do not yet know which step makes sense first, we sort that out in AI consulting. We clarify AI readiness, data protection and the obligations under the EU AI Act before anything is built.

Where does it pinch most in your administration?

In a free initial analysis of 60 minutes we look at a concrete bottleneck and tell you honestly whether and how an automation is worthwhile. Non-binding, with no sales pressure.

Frequent questions
05

What municipalities and authorities often ask.

Where is our data located, and do we have to use a US cloud?

No, there is no obligation to use a US cloud. We host within the EU and, on request, set up the solution self-hosted in your own environment, so that sensitive administrative data never leaves the building. We plan for data protection and data minimization from the very start.

How does this fit with procurement and our budget?

We tailor the service to a clearly defined use case at a fixed price, instead of opening up a broad, open-ended project. This can be handled cleanly under procurement law, and the effort remains calculable. This way you start with low risk instead of a lengthy tender process.

What about the staff council, written form requirements, and signing authority?

The AI takes on supporting work, not the sovereign decision. Approvals, written form, and signing authority remain with your staff, every step that goes outward is released by a human. We involve the staff council early, because a solution that is carried by everyone works better in everyday practice.

What requirements apply to public authorities under the EU AI Act?

The EU AI Act classifies AI applications by risk and places particular requirements on authorities regarding transparency and oversight. We deliberately choose supportive, traceable use cases with human control and document what the system does. We clarify the classification together in the AI consulting before anything is built.

Have you already worked with the public sector?

NordFlux is based at the TGZ Wismar and has experience with clients in Mecklenburg-Vorpommern, including in the public sector environment. We agree on concrete examples confidentially and refer to our references instead of inventing names here. This is most honestly clarified in a short conversation about the specific case.
