Microsoft 365 E7: What the New Copilot and Agent 365 Bundle License Really Contains

Microsoft 365 E7 has been generally available since May 1, 2026, and since then the same offer has been on the table in many mid-sized IT departments: a bundle license that brings Copilot and Agent 365 along with it. The question behind it is rarely technical. Most of the time it is this: are we paying here for something we already have, or for something we do not even need yet? This article breaks down the bundle using the Microsoft Learn documentation and assesses when the jump from E5 pays off.
Microsoft 365 E7 bundles four things into one SKU: Microsoft 365 E5, Microsoft 365 Copilot, the full Microsoft Entra Suite, and Microsoft Agent 365. According to Microsoft, E7 is a genuine superset of E5 and removes nothing. The Learn documentation does not name a list price.
What does Microsoft 365 E7 really contain?
Microsoft 365 E7 is not a new product generation but a bundle of four already existing licenses in a single SKU. Microsoft describes the suite in the License overview of E3, E5, and E7 as E5 plus Microsoft 365 Copilot plus Microsoft Entra Suite plus Agent 365 and notes that E7 is a strict superset of E5: the suite adds capabilities, it removes none.
- Microsoft 365 E5: the unchanged foundation with Defender XDR, Entra ID P2, Advanced Purview, and Intune. Anyone who has E5 today loses none of it.
- Microsoft 365 Copilot: a paid add-on in E3 and E5, included at no extra charge in E7. SharePoint Advanced Management also hangs on this, which according to Microsoft is tied to the Copilot license and not to the base plan.
- Microsoft Entra Suite: E5 brings only Entra ID P2. E7 adds Entra Internet Access, Entra Private Access, the full Entra ID Governance with lifecycle workflows, Verified ID, and Universal Continuous Access Evaluation on top.
- Microsoft Agent 365: the central control plane for AI agents, included exclusively in E7 and otherwise available only as a standalone add-on.
What can E7 do that E5 cannot?
The real difference between E5 and E7 is not security for people but governance for AI agents. All the building blocks that E7 adds revolve around the same question: who allows an agent to do what, and who can prove it afterward? The Learn documentation lists the additions in three areas:
- Purview reaches all the way to the agent: DLP policies also apply to agent interactions, eDiscovery captures agent interaction data for legal cases, Insider Risk Management detects risks from agent activity, and the audit logs agent actions.
- Defender sees the agent: Agent Security Posture Management, detection and blocking of suspicious agent activity, as well as threat hunting across agents through unified observability logs.
- Entra knows the agent: a dedicated agent identity, Conditional Access for agents, and Access Packages through which an agent gains and loses permissions again.
A point that regularly lands wrong in sales conversations: Security Copilot is not an E7 argument. Microsoft makes Security Copilot available to all eligible E5 and E7 customers, the rollout began on November 18, 2025 and continues in a staggered manner. Anyone looking at E7 for that reason alone is paying for something they already have.

What does Microsoft 365 E7 cost?
The Microsoft Learn documentation does not name a list price for Microsoft 365 E7, and we are not adding one here. This is not an oversight but a division of labor: Learn is the technical documentation, prices are on the product pages, because they differ by segment, contract type, region, currency, and term. The partner price list changes monthly and is published only 30 days in advance as a preview.
Reliable figures come from three sources, all outside Learn: the Microsoft pricing page for enterprise plans with the comparison table as a PDF, the product page for Microsoft Agent 365 with plans and a licensing FAQ, and your own CSP or EA contract. Only the last figure ends up on your invoice.
Every figure you read in a blog post about E7 is at best the list price of a segment on a given date. Never calculate an offer against a figure from the web, but against your own contract position.
Who is the bundle license worth it for, and who not?
Microsoft 365 E7 pays off where all four components would be needed anyway, because that is exactly when one SKU replaces three procurement processes. As soon as one of the four parts would sit on the shelf, buying individually becomes interesting. Because E7 is not the only path to agent governance: Microsoft writes in the Entra licensing documentation, that the Entra security functions can be extended to agents either with Microsoft 365 E7 or with E5 plus an Agent 365 license. The second path is often the cheaper one for small user groups.
- For E7: You are on E5, Copilot is a given for the majority of the workforce, and AI agents are meant to run in production soon. Then you are bundling costs that are due anyway.
- For E5 plus add-on: Only part of the workforce needs Copilot, or the agent governance initially affects a manageable group. Add-ons can be tailored per user, a suite cannot.
- Against both: No agent is running in the tenant and none is planned. Then you are buying the future at today's price.
From our license reviews in the mid-market: the most common finding is not that a license is too small, but that the tier purchased was never set up. Anyone who never rolled out Conditional Access, Sensitivity Labels, and DLP from E5 gains nothing from E7. That is because agent governance builds on exactly the same building blocks. An agent sitting on a disorganized SharePoint does not become more secure through a more expensive license. It is only better logged.
