Many businesses know that BAFA subsidy for business consulting exists, but not in which order they must file the BAFA application: consultation first, contract first, or application first. Precisely this order determines whether at the end a subsidy of up to €2,800 is paid out or the subsidy for this consultation is completely forfeited.

Who is allowed to file a BAFA application at all?

Eligible to apply is basically any legally independent SME with a registered office or place of business in Germany: fewer than 250 employees and either a maximum of €50 million annual revenue or a maximum of €43 million in total assets (Source: BAFA, Information sheet Eligible SMEs). Young companies without a complete annual statement may estimate their figures to the best of their knowledge.

For companies that have been on the market for less than twelve months, there is an additional step: a free information consultation with a regional contact, such as the IHK or chamber of trades. This consultation may take place at earliest three months before the application and must be confirmed in writing no later than before submitting the proof of use.

Within the validity period of the current subsidy guideline, which runs until December 31, 2026, every eligible company can have at most five completed consultations subsidized, of which no more than two per calendar year. Anyone planning a BAFA application should consider this contingent from the start, rather than discovering it later (Source: BAFA, Business consulting).

Step 1: Select a consulting firm before submitting the application online

The BAFA application requires that it is already determined which consulting firm will provide the service, because only consultants registered with BAFA count for the subsidy (Source: BAFA, Subsidizing business consulting for SMEs). Step 2: File the application online before anything begins

The application is filed exclusively online via the BAFA portal, and before the consultation begins or a contract is signed. At this point, only company data is needed, no consulting contract and no invoice. Subsequently, a so-called lead agency and BAFA jointly review the formal requirements and the qualifications of the selected consultant (Source: BAFA, Business consulting).

Step 3: Wait for the information letter, then start

The consultation may only begin after receipt of the BAFA information letter. Although this letter is not a formal grant decision, it officially marks the earliest possible start date. Anyone who starts before this or signs the consulting contract loses the subsidy for this consultation completely, regardless of how good the consultation was in substance.

Step 4: Conduct the consultation within the deadline

From the information letter, there are six months to conduct the consultation and submit the complete proof of use (Source: foerderwiki.de, BAFA Business consulting subsidy). In terms of content, the subsidy covers, for example, AI consulting if digitalization and automation are part of the consulting mandate. At the end of the consultation, there is a consulting report jointly signed by the consultant and the company.

Step 5: Submit proof of use and receive payment

For the proof of use, the company submits several documents together in the BAFA portal:

  1. Signed proof of use form
  2. EU SME and de minimis declaration
  3. Consulting report, signed by consultant and company
  4. Invoice from the consulting firm
  5. Bank statement as proof of payment
  6. Monitoring questionnaire and questionnaire on ESF-Plus principles

BAFA operates on a reimbursement basis: The company first pays the invoice in full itself and then receives 50 percent of the eligible consulting costs in the old federal states (maximum €1,750) or 80 percent in the new federal states (maximum €2,800), each based on consulting costs of up to €3,500. Payment is only made after BAFA has fully reviewed the proof of use (Source: BAFA, Business consulting).

The proof of use is submitted by the company itself, not by the consultant, even though the consulting report as evidence is co-signed by the consultant. The lead agency first checks the documents for completeness before BAFA releases payment. If a document is missing or only submitted upon request, this additionally extends processing without extending the six months from the information letter.

Is the BAFA information letter already the approval?
